33);'>付某常（已判处刑罚）相继拉拢张某某（已判处刑罚）等人，逐渐形成了以付某常、张某某为首的犯罪组织</span></strong>，2012年以来，在付某常和张某某的组织、领导下，付某某与家族成员等人分别成立料场、建筑材料销售公司、工程服务公司，安排组织成员对淮阳部分项目开发建设工地建筑材料供应商，采取滋扰、纠缠、哄闹、聚众造势等手段，实施阻挠施工、强揽工程和敲诈勒索、强迫交易、寻衅滋事等犯罪行为，<strong><span style='color: rgb(216, 40, 33);'>该犯罪组织演变为黑社会性质犯罪组织。</span></strong>该组织付某常、张某某为首，<strong><span style='color: rgb(216, 40, 33);'>被告人付某某为骨干，被告人付某起为积极参与者，被告人刘某某为一般参加者。</span></strong>该组织结构层次清晰，人员众多，有明确组织、领导者，具备一定经济实力，以暴力威胁为手段，作案24起，造成恶劣的社会影响，严重破坏了我区社会、经济生活秩序。</span></section><section style='line-height:
